I've actually been looking into this for my Psion S5 and S7.
There are two (at least) things to try:

(1) Get for a DOS emulator for your PDA, then try to use djgpp from
the emulator.

(2) Install a linux kernel on your PDA, then install dosemu to run djgpp.
(I think I prefer this approach, but I haven't yet located an ARM-binary
of dosemu.)
