Unfortunately, DJGPP doesn't yet support localization.  So you can set
LC_CTYPE to whatever you want, but DJGPP will ignore that setting.

LC_TYPE is an environment variable.  You can set it from the shell
prompt by typing "set LC_TYPE=de_DE".
