Does your ISP not have a news (NNTP) server, which you could access for
downloading and uploading (posting) using an NNTP client?

There is a free non-binary news server, news.cis.dfn.de, where you have to
register, free of charge, and they send you, by return email, your user name and
password.  Information at http://news.cis.dfn.de/
