I was just experimenting with one of the gnu libraries(termcap) and
configure generated a makefile that failed with the error:

In file included from tparam.c:29:
d:/user/djgpp/include/string.h:55: parse error before '(' token
d:/user/djgpp/include/string.h:55: parse error before "const"
make.exe: *** [tparam.o] Error 1

I examined the makefile and removed ONLY the DEFS
declaration -DSTDC_HEADERS=1
The library then compiled completely without appearant problems.

Is this declaration always incompatible with DJGPP?

Juuuuuuuuusssst curious.
