No, not that I know of.  People who dare to edit it know all about the 
syntax (which is documented in kb.info, btw).

That's true, but the hard part is to know that whatever weird problem a 
user sees are due to editing DJGPP.ENV.  Once that is established, the 
solution is indeed easy.  _Until_ that is established, a user can end up 
pulling all her hair...
