The DJGPP variable is required not just for GCC.  If you look at the 
djgpp.env file, you will see that it sets up environment variables for 
many ported programs.

The crash without that variable set is due to a bug in the library 
(fixed for the next release), but my advice is to run with DJGPP set at 
all times regardless.  The magic inside djgpp.env is what makes all 
DJGPP programs run so smoothly and work together seamlessly.
