That could have been caused by you not using the full binutils
sources.  IIRC, the DJGPP source distro for binutils and other
large'ish packages is usually stripped down to the necessary parts.

Isn't that obvious from the general binutils build/install instructions?
Quoting binutils-CVS/binutils/README:

        ./configure --enable-targets=sun3,rs6000-aix,decstation

Now you only have to guess the right names for the target formats you
want.
