I don't think there's a bug, at least not a reproducible one: Binutils 
can be built with DJGPP tools, and several people do that quite regularly.

So it's something peculiar to your system.

If you are sure you have all the required tools, the next thing to check 
is your PATH variable.  It's possible that some incompatible programs are 
lurking in some directory mentioned in PATH closer to its beginning than 
the DJGPP `bin' subdirectory.  So try moving the DJGPP directory to the 
fron of PATH, and see if that helps.
