I don't know what PM uses, probably custom code.

For a very small code base I recommend DEPUI.

If you want more graphics, then Allegro (get version 4 from
alleg.sourceforge.net) is what I use.  This is a games library with a
GUI system in it.  You need a good add-on library to improve the GUI
(the built-in looks like an Atari ST) and as mine isn't finished yet I
recommend DIME for a beginner.
