If you use the demo program does it work? Does the setup program work?
I would guess that you may be trying to set a graphics mode  that is
not available on the Win 98 box due to the video card not supporting
the vesa mode you are trying to use.

I suggest that you try the demo and examples and see what modes work
and don't work on W98. 

If you need sound on Win NT/2K or XP with allegro check out vdmsound
at  http://www.ece.mcgill.ca/~vromas/vdmsound/
