It would be possible, yes.  But what is there is mostly correct,
and Microsoft has shown some interest in fixing the problems.

NTVDM.EXE also gets help from DOSX.EXE to provide the DPMI services.
You can also extend the current system - the NTLFN TSR does this
for Windows NT and it works fine under Windows 2000.
