It NO MORE so with latest update of DJGPP port of gcc-3.0.2

Updated version of gcc-3.0.2 for DJGPP in v2gnu (timestamp 21
November 2001) should build latest betas of Allegro (like 3.9.40) without 
problems. First release of gcc-3.0.2 for DJGPP had problems with
option -fomit-frame-pointer used for optimized build of Allegro

I don't know about Allegro-3.12 though as I haven't tested that
