This was mentioned in the FAQ but no mention of where it was located.
The distribution I used was from http://alleg.sourceforge.net/wip.html
I downloaded and unzipped all39040.zip but didn't find any readme.txt
I did a file search without any luck.

Tried this and got,
make.exe *** No targets specified and no makefile found. Stop.

The unzipped allegro folder is empty.
