It looks like a file corruption. This file should be small please post the
content.
[Line 1 starts with # so I can't see how can an error be reported before it]

It should have:

#define Uses_n
#include <tv/tvutil.h>
n(TStringList)

If you have a very small ammount of memory yes. Like <= 16 Mb.

To verify I downloaded the tv113s.zip from Simtel and it is OK.
Giving the above mentioned report and it I think your download was
corrupted, try downloading again.
