Try these instructions:

 In the Start menu, pick Run and type "msconfig.exe" in the resulting
 dialog box.  This starts up the WinME configuration utility.  Select
 the 'Environment' tab.  Now make sure a 'DJGPP' entry exists and is
 checked; make sure its value is "C:\Djgpp\djgpp.env".  Also make sure
 the PATH entry is checked and starts with "C:\Djgpp\bin;".
