Since cpp.exe has been renamed cpp0.exe when going from gcc-2.95.2 to gcc-2.95.3
I suspect that you have a bad mix of the two.
  Only one solution:
delete all you have installed and do a fresh reinstall.
Blindly moving around or renaming system files is NEVER a good idea,
after a short while nobody can understand what happens.
