Yes, it does--but only for DOS programs (including DJGPP).  For example, if
you type "set" from the W2K shell prompt, you will see "Path", not "PATH". 
But inside a DJGPP program, the environ[] array will hold "PATH", in all
caps.

This isn't something new with W2K, NT4 does the same.
