See section 6.6 of the DJGPP FAQ list, it explains why could this happen 
and what to do about it.

If you are using RHIDE on Windows 2000 when you get this message, then 
this is a known problem limited to RHIDE on W2K.  Either compile outside 
RHIDE or switch to another version of Windows.  (For any other OS, see 
the above section of the FAQ.)
