Section 8.2 of the FAQ has something about this.

If that doesn't give a clue, then first make sure you have a file named 
libstdcxx.a (note the two xx at the end) either in the c:/djgpp/lib or in 
the c:/djgpp/lib/gcc-lib/djgpp/2.952 directory, and second post here the 
entire output of the compiler when you add -v to the compilation/link 
switches.  We need the _whole_ output, not just the first few lines.

And keep LFN=y, or it might not work on Windows ME.  Do NOT set LFN=n.
