``A command''?  All it says is "please read them".  And I though _I_
was having problems with understanding written English.

When talking with people for many of whom English is not their first
language, please allow for a large margin of misunderstanding
(including yours), before you even consider an ill will as a remote
possibility.

That's what I said.  As for a URL, I don't remember it (even now), but
google does.  This is considered common knowlege these days, like the
need to look up the FAQ.
