You mean "stat", not "state", right?  That is, a call to the library 
function `stat' fails for "d:/djgpp/lib/../include/sys/version.h".  If 
so, a small test program which tries the same would be indeed a good idea.

However, I wonder how come GCC doesn't fail to stat other files on that 
system.
