If you are looking for the file in the /incoming directory of DJ
Delorie's server, it's expected to be empty.  That directory is only
for uploading stuff, which later gets to the SimTel.NET mirrors in the
usual DJGPP places.  Simply wait for a couple of days until the new
file propagates to your nearest SimTel.NET mirror (check the time
stamp of jpt40l_*.zip files), and then download them from there.
