There should also be a config.bat file for configuration on MS-DOS.
I expect there is also a README.dos or README.djgpp, which would have
told
you this as well.  Note that you need several other packages (bash, sed,
...)
in order to build emacs.
As asked in a previous post, why don't you just get the binary
distribution?
