I don't think so.  Cygwin or MinGW32 could possibly work, but I doubt
even they can really do that without lots of expertise on the
programmer's side. The runtime environment for such drivers is very
different from what a normal Windows program sees.

Probably yes. And even then, you may still not gain access to the
functions of that driver in a DOS application, if the Virtual DOS
Machine provided by Microsoft doesn't explicitly allow it.

To make it short: truly low-level work can't be done in DJGPP programs
running on NT.
