Of course, in Windows NT 4.0 all the memory is available 
(as in Linux).

WinNT/4DOS memory command shows:

            0 % Memory load
    200.728.576 bytes total physical RAM
    144.023.552 bytes available physical RAM
    498.905.088 bytes total page file
    454.627.328 bytes available page file
         65.536 bytes total alias
         65.535 bytes free
          1.024 bytes total history


GO32 IN DOS 6.22/4DOS

DPMI memory available: 57387 Kb
DPMI swap space available: 129917 Kb

        655,360 bytes total DOS RAM
        623,504 bytes free

MEMORY IN DOS 6.22/4DOS

     58,240,000 bytes free XMS memory  (HMA in use)
          4,096 bytes total environment
          3,432 bytes free
          2,048 bytes total alias
          1,147 bytes free
          2,048 bytes total history

All appears as I want a impossible feature to native DOS 
6.22.
