DJGPP runs on DOS (or in dos compatibility boxes).  Cygwin runs on
Win32.  Both create native programs (native DOS for DJGPP, native
Win32 for Cygwin).  Both use gcc.  Both can be used to create a
whatever-to-sh4 cross compiler, but neither come with one by default.

You can also run Linux, which has a gcc that produces native Linux
programs, and can be used to create a linux-to-sh4 cross compiler.  Or
Solaris, or IRIX, or AIX, or ...

It's all the same, just different operating systems.
