Because g77 is part of the GCC package.

files private to the FAQ are held.

This is okay--those are the man-page style docs, the `man' command
needs them there to find them.

These are the sources of the manuals distributed with each package.
They need to be in each distribution separately.

You should be able to find such programs out there. But I don't
understand why would you need something like that in the first place.
By converting to ASCII you lose the hypertext structure.
