The following newsgroups are suitable:

For C:

  comp.lang.c
  comp.lang.c.moderated

For C++:

  comp.lang.c++
  comp.lang.c++.moderated

For both:

  alt.comp.lang.learn.c-c++

With this last one, make sure you specify which language you
are asking about, because it often makes a big difference to
the answer.
