If You have installed all tools needed to build GDB, it should build 
easily.  Perhaps You should try to go through this as otherwise it will
be difficult to help. Only problem is that DJGPP related readme file is
well hidden (gnu/gdb-5.0/gdb/config/djgpp/readme in gdb50s.zip)

Try to start with building TVision and SETEDIT (You should havem 
both anyway). Also perhaps all these problems can be reproduced in
more simple TVision example.

I'm afraid there will be problems. I don't even remeber which version of 
djdev I used when built libgdb.a (surely some not very old CVS one).
In linux I had to rebuild libgdb after upgrading from glibc-2.1.3 to 
glibc-2.2
