You should have used djtar.exe, which is part of djdev203.zip.  It can
untar and unzip .tar.gz archives in one go, without temporary
intermediate .tar files.

As for DJGPP ports of GNU Tar, the latest one is in
v2gnu/tar112ab.zip, dated 03/03/2000, and its size is 185,856 bytes.
