There is no general way. -W only lets you specify individual files
whose timestamp is then assumed to be 'brandnew' (and it seems to have
some problems if the file in question is only found by the VPATH
feature, i.e. it's exact name doesn't appear as an explicit
dependency, in the Makefile).

This is why every well-written makefile should have a target like
'clean' or 'realclean' which deletes all files that the other targets
would create. So if you really want to make everything from scratch,
you can "make clean all" and that's it.
