Allegro does support VBE 3.0, if your card supports it (or by using a tsr
program like univbe (6.53 and above i think) or freebe), like you talked
about yourself, and the allegro docs mentions a request_refresh_rate(int
rate) function to be called before setting a mode. So from what I can
understand it's supported, just not by all that many cards. Oh, and I'm
using the WIP version, perhaps it wasn't added in 3.12?
