Yes you do.  I had no trouble understanding you at all.

DJGPP is a DOS compiler, not a Windows compiler.  Windows-targeted
compilers can produce Windows DLLs.  DOS-targeted compilers _cannot_
produce Windows DLLs.  I suggest that you explore the following links:
