Check out the DTL and Dvi2Dvi packages on SimTel.NET (dtl060b.zip and
ddvdv11b.zip), I think one of them or both allow you to edit a DVI
file in such a manner.

I don't know enough about TeX to tell, but I'd assume that someone
probably alrteady wrote a set of TeX macros for that.  I suggest to
search CTAN.

You can insert plain TeX commands in a Texinfo document by surrounding
them with @tex DOT  DOT  DOT  AT end tex.
