The rcs5713b.zip binaries are stale (compiled using djgpp 2.01); this might
be causing (part of) the problem you describe.  FWIW I have been using RCS
(recompiled from rcs5713s.zip under djgpp 2.03) for some time and have not
had any problems at all.
