You need to add a line in your config.sys file:

DEVICEHIGH=C:\WINDOWS\COMMAND\ANSI.SYS

or replace 'DEVICEHIGH' with 'DEVICE'; my ANSI.SYS file is in the 
C:\WINDOWS\COMMAND\ directory, maybe it's in a different different 
directory in Win98se.
