That's right, CWSDPMI doesn't support 16-bit DPMI programs.

If you have sources of the Navigator, you should be able to rebuild it
with DJGPP, but some porting effort might be needed.

I would expect the Navigator to come with its own DPMI server, since
plain DOS doesn't have any DPMI.  Are you sure you cannot find such a
16-bit DPMI server on Navigator's site?
