When djgpp is unzipped is it supposed to create a directory structure?

I unzipped all my files to c:\djgpp but there are no folders for include or
bin etc.

I wondered if this is why I get the error:

cpp.exe ../include/sys/version.h: no such file or directory
(ENOENT).
