No one can answer this without seeing the code which labels the
floppy.  It could be anything: the program might be using the wrong
system call, or it might be that nobody has bothered to make the
labeling work when compiled with DJGPP.

I suggest to find the place in the sources where labeling is done,
read that code carefully, and then ask specific questions here, if you
cannot figure it out, posting the relevant code fragments to show us
how it works.
