Probably.  In particular, Windows 2000 is actually NT v5.x, so it
shares most of the features present in NT 4.

This is something Microsoft wants very hard to change.  They want
everybody to use NT (aka W2K).

You need to use Windows-specific methods of doing high-resolution
graphics.  There's a Windows por of Allegro which should support
that.
