Yes, Cygwin has a POSIX layer implemented in a 4 MB (unstripped)
copylefted DLL.  No, it doesn't necessarily make the app slower unless
(perhaps) you call lots of functions from the DLL.  Yes, it can use
msvcrt.dll (mostly ANSI stuff) instead of its own DLL.

MinGW is best for writing apps that use ANSI, Win32, and/or Allegro
interfaces.
