Full installation instructions are given in the file readme.1st.

Specifically, you seem to have either forgotten to add these lines to
autoexec.bat:

	set DJGPP=C:\DJGPP\DJGPP.ENV
	set PATH=C:\DJGPP\BIN;%PATH%

or you need to reboot for the changes to take effect.

You probably don't need to reinstall everything.  Certainly, deleting
the zip files will make no difference.  Take a proper look at
readme.1st and ask again if there is anything you don't understand.

ps. Please can you turn off HTML in your mailer and set the line
length to something more sensible (about 65-70 is ok).
