It check out fine (as much as I can understand that stuff).  I
discovered, upon closer examination, that your advice worked perfectly. 
There is a different problem, templated functions not instantiating,
that produces the same error.  I was getting the two mixed together. 
Thanks to your help, my libraries work.  All I have to do now is figure
out why the templated class isn't instantiating itself.
