This is certainly wrong, it certainly loads all that crap by default even
if you select "command line" as the boot up option..for example it loads
dblbuffer.sys despite me having a brand new IDE HDD drive..!?

You can change that by adding DOS=NOAUTO to the CONFIG.SYS  file.
