Again, what's the big problem with MinGW?  All I see from FAQ section
3.6 is that you lose the POSIX layer and some of the extra GNU ports
that come with DJGPP.

If you don't need POSIX compliance, the MinGW port of GCC can use a
260 KB DLL (msvcrt.dll) included with Windows 9x.

Microsoft "embrace and extensions" to the C++ language? Not very well.
GCC compilers instead support the much cleaner GNU extensions.
