I've seen more crashes in Windows itself (kernel32, mfc42, etc.) and
in Internet Exploder (which is hard to separate from the OS itself, if
it even can be) than in third-party apps. Moreover, crashes in
third-party apps are usually recoverable; those in Windows or IE tend
to force a reboot...
