I had both a 5436 and a 5429.  The 5429 could not bankswitch unless Allegro
was used and Allegro used it's own special CL driver.
My 5436 could bankswitch, but the guy who reported the problem also had a
5436 and his card couldn't.

So I used the CL switching principle from Allegro and implemented it using
an SVGA reference manual.
