You don't have the DPMI server. Download the cwsdpmi*b.zip package from your
local simtel mirror and install it. Once installed ensure that the PATH
environment variable points to your djgpp/bin directory.

Its all explained in the FAQ and I think the readme and installation
instructions as well. You should read them.
