Someone will have to port X Windows to DOS first, which is a very
non-trivial feat.  In fact, they'd probably have to port most of Unix
as well (I suspect more than DJGPP has).

If you want KDE on your PC, install Linux or FreeBSD or some other
flavor of Unix.
