Texinfo isn't a problem, really.  You can always post the changes here
and ask for advice if you are afraid to be embarrassed.

It's hard to say, judging by the ChangeLog.  It seems like many people 
modify the docs, so I don't think there's a single author.

The original manual is due to Richard Stallman, like for many 
core GNU development tools.
